The area known as Balwin became part of Edmonton in 1912. Early in the 20th century this area was known as Packingtown, as most of the families who lived in the area worked at the nearby meat packing plants Balwin is a more established neighborhood with a diverse range of land uses. The layout of the neighborhood reflects the many years when Balwin's land was subdivided. In the years leading up to World War I, when a grid system of streets was popular, the eastern section of the neighborhood was partitioned. The western part of the neighborhood was subdivided in the late 1950s, and the streets are curvilinear in layout. Balwin has well-developed school and park facilities, and the surrounding road network provides inhabitants with convenient access to other parts of the city. The names of two early property owners, Frank Ball and Luke Winterburn, were combined to give this neighborhood its name.
