As part of the Kaskitayo plan area, Skyrattler was annexed to the city in 1974. The region was undeveloped at the time of annexation, with the exception of the Baptist Seminary College. Skyrattler's housing mix is characterized by row homes and low-rise flats, similar to neighboring Kaskitayo neighborhoods. A large portion of these homes is located near Blackmud Creek Ravine. The majority of row house and apartment construction took place in the late 1970s, while most single-family homes were constructed later in the 1980s. The only commercial property in the area is a tiny neighborhood retail complex at Saddleback Road and 23 Avenue. Skyrattler employs a circular street design with restricted access to main traffic arteries, as do most residential communities built in the 1970s and 1980s. The neighborhood is centered around a school and park combo. The building envelope of the school site was rezoned in 2008 to enable low density development since the lands designated aside for educational purposes were judged excess to the needs of the school board. When Edmonton was granted city status in 1904, it was given the name Skyrattler, Chief of the Winterburn band, in line with other Kaskitayo neighbourhood names.
